Republicans and Democrats in Berne have chosen their candidates for an election in November that will determine who will fill the last year of Bonnie Conklin's term, a councilwoman who resigned at the end of 2013.

Mr. Harvey of Clinton, North Carolina, died at Cape Fear Valley Medical Center in North Carolina. He was 83.

BERNE — Two neighbors — a man who raises cattle and a woman who keeps horses — were the only bidders for a 42.5-acre property foreclosed on by Albany County, which lies between them.
