Reidy said that a speech Webb made at a march last June had inspired him in drafting DISCOVER legislation, which passed unanimously. DISCOVER stands for Detailed Instruction Supporting COmmunity Violence Education and Reduction and led to a successful gun buyback program in Guilderland as well as an anonymous tip line for illegal guns. It is also to include free pistol-training courses from the county sheriff’s office.
